Do it on GustKit
Add JPG or PNG files
Drop the images on JPG to PDF. HEIC from an iPhone is not accepted on this page. Convert those to JPG first, then come back.
Order and rotate
Drag to set the page order. Rotate a sideways photo so the reader does not have to turn their head. Each image becomes one page.
Pick the page size
Fit to image makes the page the size of the photo. A4 or Letter adds a page you can print, with the margin you set. Then press Create PDF.
Shrink only if you must
The PDF can be large because the JPG is embedded, not recompressed. If a portal caps the size, open that download in Compress PDF.
What gets preserved
JPG files are placed into the PDF as they are. There is no second JPEG save on this page, so a camera photo does not pick up another generation of blockiness. PNG screenshots stay lossless, which matters for a crisp capture of a receipt or a dialog.
That choice is why the PDF can feel heavy. You asked to keep the photo. Compress PDF is the later step that scales those images down, and only if you decide the destination needs a smaller file.
Page size is a print decision
Fit to image is the right pick when someone will read the photo on a screen and you do not want white bars. A4 and Letter are for a printer or for a portal that expects a document page. A portrait photo on a landscape page, or the reverse, is fixed by rotating the card before you create the PDF, not after.
Several images become several pages in the order of the cards. This is the same idea as a merge, except the inputs are pictures. If you already have a PDF and a loose JPG, Image to PDF and Merge PDF cover the cases this page does not: this page starts from JPG and PNG.
iPhone photos and the other way around
A photo that is still HEIC will be refused here. Open HEIC to JPG, download the JPG, and drop that file on this page. Sharing a photo from the phone as JPG also works if you already exported it that way. Live Photo motion is not part of the still image, so it will not appear in the PDF.
If you need the pages back as images later, PDF to JPG renders each page. That is a picture of the page, not a recovery of the original file bit for bit. Keep the JPGs if you may need them again.
A packet that is safe to attach
People use this for an identity document, a bill, and a certificate that were photographed separately. Put them in the order the form lists, check rotation, create the PDF, and read it once before you attach it.
The images are handled in this tab. They are not uploaded. Close the tab and the working copies are gone. Your originals stay in the folder you picked them from.

Frequently asked questions
Can I mix JPG and PNG?
Yes. Both are accepted. Each file becomes its own page. A format the page does not list, such as HEIC or a PDF, needs a different tool first.
Why is the PDF larger than I hoped?
The photos were not recompressed. A 4 MB camera JPG becomes about 4 MB of the PDF, plus a little structure. Compress PDF can reduce it afterwards.
Does this add a password?
No. The download is a normal PDF. Protect PDF is a separate page if you need a password after the file exists.

How to compress a PDF without uploading it
A portal that rejects a large attachment does not care why the PDF is heavy. Compress PDF tries to make it smaller on your device. The useful part is knowing which mode matches the file you have, because the two modes do different things.

How to merge PDF files without uploading them
A contract, a receipt, and a scan often need to travel as one attachment. Merge PDF stacks those files in the order you set. The pages are copied in this browser tab. Nothing is sent to a server.

How to resize an image without uploading it
A form that asks for a picture under a certain width, or a page that should not ship a 4000 pixel photo, needs a resize. Resize image sets the pixel size on your device. It does not invent detail, and it does not require an account.
