MP3, M4A, WAV, FLAC and OGG files keep their format. Voice notes in OPUS are saved as OGG/Opus; other formats are saved as MP3.
Audio is re-encoded, so the cut is accurate to a fraction of a second.
Cut up to 30 seconds and save as M4A, then rename the file extension to .m4r before adding it with Finder or iTunes.
